Virginia Forces ALL Pets to Be Spayed Or Neutered

Virginia House of Delegates has submitted HB1570 to the Ag Committee. Among the amendments in the bill is one that would require any puppy or kitten bought in the state of Virginia to be neutered within 30 days. Both Buyer and Seller would be subject to fines of up to $150 if this is not done.
