Making Fines Fair

My boyfriend and I had an argument about fines today - about how if a poor person gets fined a certain amount it could send them to ruin, and if a rich person gets fined the same amount it won't make a dent in his pocket and he'll go out and do it again the next day. I don't see how this is fair. Wouldn't the fining system be so much more
