This episode continues a story from an earlier episode of the X-Files called Squeeze.
Fox Mulder unsuccessfully tries to convince the doctors at the mental health hospital that Tooms is a dangerous creature that should not be let out. Mulder fails to convince them and Tooms is released.
It is a race for Mulder and Scully to try and get evidence to prove Tooms is guilty of murders from long ago and keep him from killing again.
