Pagerank is based entirely on links and what anchor text those links contain. You can have a PR7 blog and not draw a single visitor from the search engines. Why? If all of my inbound links use my name ie. "Grizzly's Blog" then I will gain a lot of authority for anyone searching for "Grizzly's Blog" but absolutely no authority for anyone searching for topics relevant to my blog.
