Have you ever wondered why Japan claims to have such a high foreign crime rate, while burying their own rising domestic figures? I know I have, so decided to spend some time getting to know the figures used by the policy makers. What's interesting is that the crime rate is pretty high when you look at the raw data, but that's not what's surprising. It seems I have stumbled upon a much larger crime rate that is eight times that of domestic and foreign crime combined....
