Puerto Rico Primer

With the Democratic presidential primaries being held in Puerto Rico, now is a good time to learn about the island that is not a state.
Unlike Hawaii, Puerto Rico has no representation in US Congress but is still subject to all US Federal laws. In exchange it gets $13B in aid.
So why are Clinton and Obama courting voters there if they can't vote in the Presidential election?
Even the local parties are completely different.
