It has always annoyed me how the English so enjoy poking fun at "stupid Americans" and our "stupid President." Back in my younger, more gullible days when I thought of George W. Bush as something more than a self-righteous pseudo-Christian global sociopath, I found it offensive because as you might expect, I didn't appreciate a bunch of foreign-talking grumbles (trust me, if you spoke rhyming Cockney and were English, you would be offended) with bad teeth looking down their noses at my country and my president. However, you might be surprised to know that even after my disillusionment with Dubya, I found it offensive. Mainly for the same reasons, and because I feel that it is somewhat immature to snicker at a superpower's world leader based upon his lack of articulateness in public. Nevertheless, I generally manage to leave the English to themselves on their little island. It's best for everyone that way.
