One way you can do this is by setting up your own web server on your pc and mess with your blog there. Once you're happy with the changes you can then upload the modified files to the real blog.
So here's a tutorial on how to setup a web server and wordpress - but with a difference - it's on a memory stick so you can take it with you and work anywhere there is an available pc.
